After gaining registration, RTOs need to monitor several aspects including annual declarations, AVETMISS reporting, and marketing compliance, with validation being a major concern.
We've covered validation in many articles, but it's worth re-examining. ASQA defines it as a quality review of the assessment procedure.
In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.
According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.
The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.
Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.
Breaking Down the Two Types of Assessment Validation
A Deep Dive into Assessment Validation
As we mentioned earlier and in our past blogs, validation consists of two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, sometimes called pre-assessment validation, focuses on ensuring all unit requirements are met, in line with the first part of the clause, ensuring complete workbook compliance.
On the other hand, post-assessment validation deals with implementation, ensuring Registered Training Organisations follow the Principles of Assessment and Rules of Evidence.
For this piece, our emphasis will be on assessment tool validation.
Conducting Assessment Tool Validation
Now that we understand the two types of validation, let’s explore the details of assessment tool validation.
When to Conduct Assessment Tool Validation
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.
You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- when resources are updated
- adding new training products on scope
- your course gets reviewed against training product updates
- learning resources are identified by you as a risk during your risk assessment
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.
Which Training Products to Validate?
Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.
Starting Assessment Tool Validation: What You Need
Academic Resources
Given that you are validating your assessment tools, you will need the complete array of your learning resources:
Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.
Learner/student workbook – check its suitability for use as an assessment tool. Verify clear instructions and sufficient answer fields. This is often a gap.
Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.
Other related resources – these might include checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are appropriate for the assessment task and meet unit requirements.
Validation Panel
Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.
As a whole, your validation panel must have:
Vocational competencies and current industry skills that relate to the unit being validated
Current knowledge and skills related to vocational teaching and learning
Any one of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or the equivalent successor
Validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.
Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are available online. These tools typically have validators review the tools in their entirety to determine if they meet the principles of assessment.

While these templates simplify the validation process, they can introduce judgment errors because there is insufficient space for comments on each assessment item.

Key Principles of Assessment
Fairness – Are equal opportunity and access ensured for everyone in the assessment process?
Flexibility – Does the assessment offer multiple ways to show competence according to different needs and preferences?
Validity – Is the assessment assessing what it is supposed to assess? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment yield the same results each time, no matter who conducts the training? Will different assessors make consistent decisions on skill competence?
Evidence Rules
Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool ensuring that the work is the candidate’s own?
Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?
Although these are commonly addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:
Lead by Example
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
diaper changing
prepare bottles, bottle-feed babies, and clean equipment
solid food prep and feeding babies
respond to baby signs and cues appropriately
prepare and settle babies for rest
monitor and foster age-appropriate physical exploration and gross motor skills
Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.
All or Nothing
Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?
Answers may include:
Required materials
Pertinent costs
Time assigned for activities
Appointed roles and responsibilities
When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.
The same applies to assessment items with double-barrelled questions or those requiring multiple answers simultaneously. These can confuse students and assessors, as demonstrated in the sample question below:
Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.
Answers may include, but are not limited to:
Weather conditions – isolating the work area, engineering controls, PPE
Work area and ground conditions – eliminating hazards, isolation, use of engineering controls
People – isolation, engineering controls, administrative controls
Structural hazards – substitution, isolating, engineering controls
Chemical hazards – isolating, use of engineering controls, administration
Equipment or machinery – isolation, engineering controls, administrative controls
Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.
Given these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees require waiting for an audit to rectify noncompliance. This impacts your compliance history, so it’s better to take a read more safe and compliant route.
